The Army National Guard Incentives Management System (GIMS), the system that manages incentives processing and payments, suffered from a catastrophic system failure in late October and had to be rebuilt.  When it came back online several months later, it was not returned to a fully functional state. This has caused the addition of several extra steps in order to process incentives. These extra steps, coupled with the large backlog due to the outage, has caused a significant delay in the processing of incentives. The Iowa Education and Incentives Branch is working diligently to process incentives and to catch up with the large backlog. All Soldiers should expect that their incentive's payments will be delayed by several months.

For questions concerning the status of your bonus contact your unit's full time staff. 

 GI Bill Kicker payments are mostly unaffected by the GIMS outage. If you are having issues with your Kicker payments, contact the VA at 1-888-GIBILL-1 (888-442-4551) between 7 a.m. - 6 p.m. Central Time, Monday-Friday.

For questions concerning bonuses, contact your unit full time staff.
If they are unhelpful, contact your Battalion/Squadron full time staff, and then your  Brigade/Troop Command full time staff before contacting the Education and Incentives Branch Office.
All emails and calls to the Education and Incentives Branch of Soldiers not first using their Chain of Command, will have their correspondence forwarded to their Battalion Retention NCO without action.
